Fixed account rotation crash when candidate-list jq missing -n, allowing proper Tier‑1/2/3 selection.

Fix: account rotation never switched accounts — the candidate-list jq was missing -n, so under the StopFailure hook (empty stdin) it returned an empty string that crashed the next jq, aborting the rotate after only writing the cooldown. Agents parked on the rate/spend-limited account until a human re-logged in. Repro on monthly team spending caps and on teal-fox. Now reaches Tier-1/2/3 selection as designed.
