council amend rewrites the constitution ONLY via a constitutional-class motion (2/3 + full quorum + founder veto): on a pass the new 5dive.md digest is hash-chained into the lineage and the file swapped (seal-first); a non-pass leaves it untouched; an invalid file is refused pre-convene. council verify + primary convene fail CLOSED on drift (verify RED, convene ESCALATE). council init seeds a v0 5dive.md and seals its digest into genesis. Pre-constitution lineages are explicitly legacy-green.

  • council amend now requires a constitutional-class motion (2/3 vote, full quorum, founder veto) to rewrite the constitution; previous unrestricted amendment behavior is removed.
