Makes Hephaestus Network public/MCP routing Hub-only by default so local Paid/Free folders are ignored unless an operator explicitly enables local debug routing.\n- Makes GUI shortcuts such as startup restore and launch the Hub cloud package first, even on Mason's machine where local Paid folders exist.\n- Adds tests proving local GUI cards are blocked by default and Hub shortcuts preempt local paid cards.\n- Syncs installer, MCP, plugin, and documentation version pins to v0.7.16.

Local Paid/Free folders are ignored by default for Hephaestus Network routing; explicit operator enablement required to restore previous behavior.
