Hephaestus v0.7.27 makes the update fallback the first command body line on every external /hep-* chat command/prompt surface.

Puts this notice before each command title, immediately after host metadata when metadata is required: Update fallback: 자동 업데이트가 안 되면 hephaestus update를 한 번 실행하세요. 업데이트하지 않아도 현재 버전 명령은 그대로 동작합니다.
Keeps old/current installed commands usable when automatic update does not run.
Keeps JSON-emitting shell CLI output unchanged so automation does not break.
Adds regression coverage that fails if the fallback is merely present but not the first non-metadata body line.
