Specification becomes a first-class OS service:

• Measured ambiguity, not vibes — per-dimension clarity scoring with numeric stop gates (≤ 0.2 threshold, per-dimension floors, 2-round stability streak). Clear requests get zero questions; budgets hard-cap every surface.
• Lens-driven questions — scope / system / intent / challenge, with anti-scope, done-signal and stop-criterion required for builds.
• Work Brief (work-brief/1.0) — a frozen, machine-readable spec with the final ambiguity score stamped in metadata.
• Brief rides everywhere — route --brief, Stormbreaker packets carry it, and cards migrate derives routing-card triggers/anti-triggers from the user's own confirmed words.
• Sharper routing discrimination — anti-trigger penalties plus low-confidence Router Agent escalation counter same-topic/different-intent hijacking. Includes the v1.0.5 router patches in the canonical line.
