Safer routing confidence. Agent or team names still help recall, but a name-only match without trigger, capability, summary, or domain evidence stays below the direct-route threshold and is re-ranked. Substantive matches keep their prior scores.
Clean-install release gates. Ontology materialization, package safety, adapter parity, and one-touch runtime verification now pass from a clean checkout while still requiring the five core runtimes and zero failures.
