Fix: loki ship now reviews the work being shipped

A post-release adversarial hunt found that loki ship (new in v7.83.0) ran its
quality gate on the uncommitted diff, but a Loki build auto-commits the session's
work to the loki/session-* branch -- so by ship time the working tree is clean,
the review saw an empty diff, and ship reported "clean" and advised a PR without
gating the actual branch work. ship was always print-only (it never pushed), so
nothing unsafe shipped, but the gate it advertises was a no-op exactly when it
mattered. Fix: on a clean loki/* branch with no explicit scope, ship now reviews
the branch-vs-base range (resolved from base-branch.txt), so the shippable work
is gated. Explicit scope flags are still respected; ship stays print-only.
