Cleanup: remove dead keyboard-shortcut and theme-toggle markup

Follow-up to v7.90.1. The keyboard-shortcut help overlay markup + CSS and the
theme-toggle CSS rule were left behind when those features were removed; they were
never shown and never referenced. Deleted them so the dashboard carries no dead
shortcut/theme code. No user-visible change.
