Operator console (/autopilot.html) reworked into a tabbed app shell — Inbox · Cases · Analytics · QA · Admin. The operator now lands on their Inbox (the work), not Analytics. QA/Admin tabs are role-gated (mirroring server RBAC), the Inbox tab shows a live awaiting-signature badge, and the 4s poll only refreshes the open panel. Visual pass + mobile stacking. No functional regression — verified with a 16-assertion DOM simulation across admin / compliance-lead / token-scoped operator roles.
