Three dev-board fixes from a user report:

Agent drawer shows tools + skills — parses each agent's tools:/skills: frontmatter and renders chips (was not surfaced).
Logs tab no longer stuck on 'Loading…' — switchTab threw a ReferenceError on an undefined labels global, skipping the per-tab loaders so refreshLogs never ran. Fixed + defensive error state.
Build-version badge — new GET /api/version + a v<version> badge by the sidebar brand.
