Bug-hunt finding (build/operate separation): the build board's Notifications showed 50 unread dead-letter alerts — an operator-console concern — driving a bogus '50' badge.

  • Alerts are tagged with a surface (operate for autopilot.* / dead-letter / connector.* / sla.*, else builder); /api/notif-history defaults to scope=builder (?scope=operate/all to opt in). Legacy entries classified by event name so existing dead-letters filter too.
  • Verified builder badge 50 → off; console scope preserved. Full board pass: 8 tabs + interactive actions error-free, all builder APIs 200.
