Fix: correct the Flint API in the dashboard viz contract

Verified flint-chart (v0.1.3) against reality: it's a library, not a CLI —
references/dashboard-viz.md wrongly told the agent to run npx flint-chart
(which doesn't exist). Corrected to the real build-time call
assembleECharts(input) (imported from flint-chart as a devDependency), with
the actual ChartAssemblyInput shape (data.values · semantic_types ·
chart_spec.chartType — whose names match charts.csv). Confirmed by compiling
a spec to a real ECharts option object. Still dev-only; product ships native
ECharts.
