New commands:
• bootstrap [project-name] — scaffolds config and (optionally) systemd integration. Flags: --force, -f (overwrite), --skip-systemd, -s (don’t create services)
• deploy — runs the Git polling deploy agent (same as default mode).
• monitor — placeholder for upcoming health checks (command exists; not fully implemented).
