v1.8.12 — Windows persistence fix

Heartbeat / process-liveness check raised an unhandled OSError on Windows when the target PID exited between the existence-stat and the kill(0) probe. _pid_alive now catches that race cleanly and returns False — no more stack traces in the task-store log on Windows runs.
