This release adds multi-platform Clark Chromium artifacts and updates the Python auto-download tag so fresh installs resolve to this release.

Notes: macOS arm64 and Windows x64 artifacts are new in this release. The Linux x64 artifact is carried forward because the Chromium payload is unchanged from the prior full Chrome build.
