    sanctioned solely for repos small enough to read whole, said in the brief); expert dispatch is
    a default with a stated exception rather than a silent judgment call; the rendered brief must
    visibly carry the ordered step plan, the unknowns re-audit line, and file:line evidence;
    editor-based guard flips are permitted only where a git flip cannot isolate the behavior, with
    the reason in the report; and finding-fate recording gets a mandatory report line plus
    per-finding decline reasons, so the precision ledger is fed instead of starved.
