hh.ru scans from outside Russia — hh.ru now serves HTTP 451 (regional legal block) to non-Russian IPs on its public search pages. The scanner treats 451 like 403: after the first block hh.ru is disabled for the rest of the run with an honest log line pointing to a Russian IP / VPN exit node, so the remaining queries and the other RU sources are not wasted. Help §7 updated in all 16 languages. +1 test (1818).
