fix(i18n): I18N-011 — localize the #/help table-of-contents in all 7 non-EN locales. The #/help "On this page" TOC is built from the ## section headings of docs/help/<lang>.md. Sections 3/4/6/7/8/9/10/11/12 (Profile, CV, Health, Scan, Pipeline, Evaluate, Reports, Tracker, Deep research) still carried their English titles in es/pt-BR/ko/ja/ru/zh-CN/zh-TW, so the TOC showed English while the sidebar nav was translated. Each affected heading is now localized to the exact same term as the sidebar nav.* key (single source of truth — TOC ↔ sidebar match), preserving the section number and the (#/route …) parenthetical verbatim. EN unchanged (canonical). 7–9 headings per locale. Closes the sole open i18n backlog item from the v1.58 QA sweep. Docs-only; 896/896 unit · 33/33 help tests · Playwright 58/58.
