New @media (prefers-reduced-motion: reduce) block in public/css/app.css neutralizes animation-duration + transition-duration to 0.01 ms and forces scroll-behavior: auto (so the Help TOC click-to-scroll lands instantly). WCAG 2.3.3 (AAA) — users with vestibular disorders, motion sensitivity, or simply OS-level reduced-motion preference now get an animation-free UI. Static guard in tests/qa-report-fixes.test.mjs. 969 → 970 unit. (NEW-D2-motion)
