fix(i18n): the in-app help guide is now fully translated in all 12 languages. Added docs/help/{pl,uk,ar}.md (each holding the gated 19 H2 / 75 H3 structure) so #/help serves a native bundle for Polish, Ukrainian, and Arabic instead of falling back to English — GET /api/help/{pl,uk,ar} now return their own locale. Wired into every help gate (help-ui, help.test, help-ru-config-section, canonical-docs-coverage). Also completed every 12-language translation list: the README "Translations of this guide" block (9 READMEs), the localized CHANGELOG "Translations:" headers (8 files), and refreshed stale doc counts (CONVENTIONS test count → 1100; help "fall back" notes → 12 translated bundles). Suite 1100 → 1103.
