Fix ssl_load_dh_params
- Return code from OSSL_DECODER_from_bio() was being mishandled.
  Rewrote the code to manage it properly.

- 941: New config option 'force_update_encryption'. Set to 1 to have
  existing files with outdated encryption be treated as 'new' in the
  next backup, thereby re-encrypting them. Does not affect existing
  backups.
