What's Fixed

Skill descriptions in four modes exceeded Codex CLI's 1024-character limit (OpenAI function description spec), causing an error on install.

Affected skills: brooks-audit, brooks-debt, brooks-health, brooks-test

All descriptions now measure 698–950 chars. Core description, Triggers when:, and Do NOT trigger for: clauses are preserved.
