New render_flowchart tool: interactive flowcharts and diagrams (workflows, data pipelines, architectures, agent designs) with rich card nodes, typed edges, dagre auto-layout, drag/zoom/pan, minimap, node list, step-through playback, inline editing, and sync-to-chat layout persistence.

Bezier edge routing keeps arrows readable when nodes are dragged, PNG export is clip-free, and partial coordinate sets are ignored (all-or-nothing pinning) so layouts never overlap.

Chart catalog completed: adds scatter, candlestick, sparkline, bubble_map and a static flowchart preview tile; fixes the bullet tile.
