  • Handshake operatingRules bloat. formatOperatingRulesText merged all 22 default rules alongside 9 compressed Staff Namespace rules (exact-string dedup never matched), producing ~31 rules (~3000 tokens) in every handshake. Stored rules now replace defaults entirely — defaults only used as fallback when no Staff Namespace rules exist.

  • Codex host parity. iranti codex-setup now generates a slim AGENTS.md pointer (~80 tokens, down from ~800) plus the canonical IRANTI.md protocol file, matching iranti claude-setup behavior.
