LazyCodex Latest Stabilization

This patch makes the LazyCodex context cleanup from v4.7.3 safe to ship as the final latest release. Rules source selection now matches the current agent-doc policy and the Codex component bundle builds cleanly for npm and marketplace distribution.

Clean Install Path

The release state now carries the matching root package, platform package, and Bun lockfile versions, so bun install --frozen-lockfile, npm wrapper installs, and LazyCodex local installs all resolve the same 4.7.4 artifact set.
