fixed Windows ota doctor --container false-missing tool diagnostics by keeping container
tool probing honest when a declared command resolves to shim-like entrypoints, so the same
image no longer reports Missing Node in one failure mode and a probe failure in another
updated Windows command resolution so command probing checks extensioned shims (for example
.CMD) even when PATHEXT is sparse, reducing platform-specific false negatives in
ota doctor and ota run prerequisite checks
