telegram-list-topics — list forum topics with unread counts and pinned/closed status
telegram-read-topic-messages — read messages from a specific forum topic
topicId in telegram-send-message — send messages to specific forum topics
telegram-get-unread — forums show [forum] flag with per-topic unread breakdown
telegram-get-chat-info — shows forum flag for groups with Topics enabled

Forum unread counts now use accurate per-topic sum instead of stale dialog.unreadCount
Forums with zero real unread messages are filtered from unread list
