assets/helps/billing-clients-worklog.md reconcile step (#1626) — the recipe now includes a mandatory § 3 that inventories pre-existing worklog records, validates + slugifies non-slug clientId values (with slug-contract enforcement, empty/oversize fallbacks, and collision detection against existing clients), and rewrites worklog rows in lockstep. Prevents the "setup looks done but ref links break" trap the reporter hit.

Docs-only bump — no code changes in this release. Shipped via the assets subtree so runtime consumers of the recipe (the agent) pick it up on next install.
