Fixed

  • Restores multi-provider fallback for normal provider=auto Search and Extract requests across the MCP → CLI → v3 request boundary.
  • Prevents the absent --allow-fallback CLI flag from becoming an explicit allow_fallback: false that collapses auto plans to one provider.
  • Keeps explicitly selected providers strict unless fallback is explicitly requested.

Verification

  • Regression tests reproduce the old one-candidate plan and prove a second-provider attempt after a simulated 429.
  • Full suite: 187 tests passed.
  • Python 3.10, 3.11, and 3.12 CI passed for the merged fix.
