95d9d19 fix: eliminate topic_rollups timeout path and harden gateway startup.

What changed

Raised and mode-shaped topic_rollups sync timeout floors to prevent premature timeout in balanced/deep reads.
Hardened gateway listener startup (HOST_BIND_ADDRESS + explicit listen network with fallback), improving deterministic boot behavior.
Added memory-store startup tail loading and history-index fast path controls to avoid expensive full history replays at boot.
Preserved strict Go/Rust runtime posture and non-degradable topic_rollups behavior.

Existing public/main users already have this via git pull.
Release consumers now receive this patch via v3.3.13.
