fix(storage): physical space reclaim on tiered volumes (#890, follow-up to #882). Tiering now runs DuckLake maintenance (ducklake_expire_snapshots, ducklake_cleanup_old_files, ducklake_delete_orphaned_files) on every tiered lake each cycle, so partitions expired by max_data_age_days are physically deleted from local disk and S3/RustFS — including pre-existing obsolete backlog.
