Implemented auto‑start logic for cameras on system boot.
When the Backend service starts (after reboot or update), it now:
- Synchronizes with the Engine
- Automatically re‑activates all cameras that were previously enabled
Fixes the issue where cameras stayed in “Stopped” state after restart until manually toggled.

Backend Startup: Fixed a startup crash caused by a call to a deprecated/missing configuration function (regenerate_motion_config_all).
Replaced with the correct motion_service synchronization call.
