TargetBridge 3.1.2

This patch fixes a release-blocking Receiver startup problem on Intel Macs.

Fixed

The Intel Receiver bundle now includes the SDL3 runtime required by Homebrew's SDL2 compatibility layer.
This resolves the Failed loading SDL3 library error that could prevent the Receiver from opening on an Intel iMac.
The build and release pipelines now install SDL3 explicitly and fail packaging if its runtime library is missing.

Verified

Built successfully on both Apple Silicon and Intel GitHub runners.
Verified on an Intel iMac: the Receiver opens, connects through Thunderbolt, recovers after a sender crash, and only prevents display sleep while a sender is connected.

This is a maintenance patch over 3.1.1; no workflow or feature changes are required.
