Bumps the thaw-native pin from >=0.3.0 to >=0.3.1. The 0.3.1 native wheels (with the plain-pinned-freeze fix) are live on PyPI, so fresh installs of thaw-vllm now pull the fast path by default.

No other code changes in this release.

pip install -U thaw-vllm

This release's thaw-native build will be skipped as 0.3.1 (same code, no version bump) is already on PyPI. Rust-crate versions remain at 0.3.1.
