Added supported remote optional-skill discovery through millrace skills refresh-remote-index, which caches the public tim-osterhus/millrace-skills index into millrace-agents/skills/remote_skills_index.md.
Extended millrace skills install <skill_ref> so listed remote skill ids can be installed into a workspace as normal local skills, including nested references/ and scripts/ files plus remote_source.json audit metadata.

Analyst now refreshes and uses the supported remote skills index during Learning when downloadable optional skills may improve the request.
Stage entrypoints may select up to three relevant installed optional skills instead of two.
Updated runtime docs, CLI reference, packaged skills guidance, roadmap, changelog, and the shipped Millrace ops skill for the remote optional-skills workflow.
