Hotfix for v0.9.0: existing users upgrading from v0.8.x had their miners silently go idle because they had no ~/.memem/.miner-opted-in marker. Bootstrap now auto-creates the marker on upgrade when it detects signals that the user was already using memem (miner pid file, legacy cortex migration marker, or mined memories in the vault). Brand-new installs are unaffected and still see the clean opt-in flow via /memem.
