Recipe-only release (package identical to 0.10.0). Adds opt-in darnlink-gate.json keys web (a web-check --online pass in mode=max, fail-closed on broken public cross-repo links, tokenless for public / $GITHUB_TOKEN for private) and create_readme (mode=max also runs --create-readme). Lets a fleet enable web + max-robustify by config. See CHANGELOG and PR #22.
