Fixed

ToolRegistry namespace merge — register() now merges actions from same-namespace builders. Previously threw on multi-file tool registration (e.g. compliance.obligations + compliance.timeline).
Bundle-based introspection — Introspect now imports the pre-compiled esbuild bundle directly instead of source .ts via tsx. Near-instant. Timeout reduced to 5s.
Test assertions for target field — Updated create tests to include target: node.
