Full changelog

Release 7.30.10 closes the packaged-update repair-baseline gap found while validating v7.30.9 locally. npm-installed runtimes now stamp operations/last-repair-baseline.json after successful import verification, including same-version idempotent maintenance, so users get the self-heal contract through normal nexo update.\n\nValidation: release readiness OK with 239 pytest checks, packaged updater tests 24 passed, runtime post-sync tests 6 passed, doctor tests 120 passed, release gate tests 23 passed, npm root dry-run OK, OpenClaw build/test/pack dry-run OK.
