Patch release over v7.9.0. First semantic-router site-migration batch: session_end_intent, r14_correction_learning, r16_declared_done, r17_promise_debt, autonomy_mandate, and guard_verbal_ack now route through semantic_router.route with named decision_kind policies and semantic labels. Router fast_local and semantic_reasoner multipass_local now classify live context text when present instead of static prompt templates. Existing fail-closed behaviour and test seams are preserved. Verification: 2170 passed, 3 skipped, 1 xfailed, 5 xpassed; release-readiness OK; npm pack dry-run OK.
