Windows x64 CLI packages for commit ccfe44b.

Updates:

  • DINOv3 now downloads anonymously from the public Hugging Face mirror, avoiding the Meta agreement wall.
  • The Windows weight downloader now detects a working Python environment and preserves download failure exit codes.
  • Includes the merged Vulkan watchdog submission fix and bounded vkmesh GPU postprocess jobs from PR #1.
