Bug Fixes

use ubuntu-latest runner for npm publish workflow(f82218d)
The builder self-hosted runner is unavailable, causing the publish
workflow to hang indefinitely. Switch to ubuntu-latest to match
ci_cd.yml. Also bump Node from 20 to 22 for consistency.
